Let me think on that. To be honest in SM-1 it's auto. In Command Decision
it's auto. Those are my main sources of "new" rules.
In addition, troops in the 40k (+ 41k!) Universe all have comm. links
(or a Hive Mind ;), which is something the folks during the Civil War
were somewhat lacking!
