        The major hazard of being in a building during a barrage is from falling
debris. After the building has been pretty well rubbled everything that
could fall has already. You could also look at why they use sand-bags
instead of hard solid matter to make bunkers out of. The loose material
distributes the force alot better than the sold does. Rubble works like
really big chunks of sand.

side note- Had a 40K tourny(sorry) where I had several units hidden in a
rubbled building. The opponent shot the building with ONE lascannon and
destroyed it killing 80% of the units inside. Needless to say I was a
little upset at the cheese rules pulled out not to mention the reality of a
laser knocking a building down. Oh well.
