i like the idea of an immediate base move away from the enemy and towards
cover
(non-objective cover, that is)

definitely! maybe a bonus for rallying around a command stand,
but i cann't see a minus for not having one...

PS - sorry if i get a bit worked up about the more military aspects of
this,
but i've been medical support for the U.S.M.C. for the past four years
and the grunts have sort of influenced my thinking in places...
