Actually, the upgrade to falcons state each unit, so it is legal.

No, because it's illegal, IIRC. Try taking some Guardians (6-10) in Wave
Serpents, with Wraithguard as backup, and move them into shooting range
for a turn before b*ggering off. Remember that you can have only up to 5
main force and support unit with the Eldar.
