I think this is good, though if I was going to alter anything I'd suggest
something like a 60% threshold for Marines before an IG army got the SR of
4. With IG artillery I'd want to see them buy quite a lot of Marines before
they improved their SR too much. At least when I'm using bugs that is :-)
