I understand your point of view : you refer to their ceremony
uniform/armor. It is said in the Imperial source book that they use
standard stormtroopers armor during the battles. In addition their
number is unknown (from one thousand to hundreds of thousand) and their
military valour is quite impressive. To represent this, I think that the
"Hero" competence is quite good : their assault becomes 4 and they gain
the save competence which give them much more resistance that a standard
stormtrooper. Don't forget that their armor is not so good (only 4 as
Orks).

Yes but I don't know any fig which could represent this, it would be too
ugly to be sold. ;o)
