Well, I think the rulebook is quite clear on these. In flyer section
it says something like 'after flyer missions are declared, any
detachment with flak-units can be set to special orders' or something
like that.

And special orders for artillery is also set before either moves (and
initiative is drawn, iirc)


Otherwise, command is set when the unit is moved. With hidden units,
order is placed as soon as the detachment is revealed, by either
player, if I recall correctly.
