Neither.
First off, you roll as per normal to see who wins, and who loses.
Let's say side A wins marginally, and so each stand in close combat
infilicts a hit on the enemy on a 4+. Side B also inflicts a hit on a
4+.
Side A has 3 units in contact, so rolls 3 dice to inflict hits.
But side B contains 2 units with Rampage. So it gets to roll 4 dice to
inflict hits.
Rampages can therefore do enormous damage to the enemy _even if they
lose_. Of course if they lose and are in contact with the enemy, they
die in any event.
