The best way to paint Harlequins is to get somebody else to do it for you.
The Harlequins my brother painted for me were awesome.
Obviously, this isn't the most practical alternative for all of us, and since my
bro' is now off at university I have to do the painting myself.

1) Learn patience ( the habit, not the card game).
2) Leave them on the sprues whilst painting if you can.

  First paint the harlequins white with a thin, even, white undercoat.
Then paint each quarter (roughly L Leg, R Leg, L torso, R Torso,) and
head a different colour. You can of course paint opposite quarters in the
same colour (L Leg, R torso) or do top/bottom seperations. A
seperate head colour is also a good idea. Reds, yellows, pale blues, light
greens work best. Paint the weapons (pistol/sword) in gunmetal). If you
can, paint the helmet crest another colour. Finally paint around the feet,
and paint the bases, I use Gobbo Green.
  If possible work on several sprues at once, paint the scheme onto each
Harlequin on the sprue, and then mix the models on the stands when you
make up the actual stands, so that there are several different colour
schemes on each stand.
  For deathjesters, use Guardians/Dark Reapers or other spare models,
painted in a black and white schemes. The GW 40K Death Jesters have
Shuriken Cannon, which is why I use the Guardians. Other models, such
as the Warlock with sword and pistol work well as Solitaires and Shadow
Seers, as long as you let your opponent know which is which.
