There is a difference between the fluff and the rules. If you want real SM
scouts get rid of Stubborn and Rapid Fire and give them armour 4+. But that's
according to the fluff, which some people don't really worry about it.

Space marines are better shots then orks, and IIRC the Ork Battlewagon didn't
have that great weapons, and the Attack Bikes have the drivers weapon and the
passengers weapon.
