Very true, but my intent was that the Strategy ratings
would be used in 40k style. The army with the highest
strategy rating would receive 3 initiative counters in the
shooting phase, and the army with the commander with
the highest strategy rating would receive 3 initiative
counters in the shooting phase.

This means that you have change the number of initiative
counters between the movement and shooting phases,
so yes, it is a house rule. But our gaming group has found
that it works quite well.
