Assuming you're talking of Epic 40K here, not older versions:

Skimmers are normal ground units, but have a special movement ability. They
can damage flyers by Flak weapons or snap-fire. The Fire Prism has the Flak
ability.

Any barrage/firepower/etc weapons on flyers are used to attack ground units,
including skimmers.
