Certainly, as can an Eldar Pulsar which, while one weapon, can fire D6 times.

Three, as this is three heavy weapons. In contrast, the Eldar Pulsar
is only one SHW and thus only one Blast Marker shuts it down.

No, you may not. The sequence of play seems quite clear, and according to
the rule book works like this:

      1) Add up all the FP and SHW that you are going to fire at the enemy.
      2) Determine how many Blast Markers this action will place.
      3) Reduce your fire by the number of Blast Markers you are under.
      4) Roll dice based upon the number you determined in step three.

As out-of-range FP could not be added to step 1, it is not available for
reduction in step 3.

As a point of curiosity, I would be interested to know where you got the
mixed answers from.

I must agree with you about the poor quality of the Dominatrix. However,
things may be worse than you think. Unless you know something I do not,
the Dom has no psyker bonus. Yes, the fluff does describe her as a
"potent psyker", but nowhere is she listed as having the psyker ability.
I've always attributed the fluff to her beam weapons (psychic in origin),
her shield (psychic in origin), and the fact that she is supposed to be
in mental control of every unit on the board.
