I am pretty sure that it was the intent that SMs and IGs fought together the
majority of the time. I am remember the WD article on air power (now in
Firepower) where they stated that they always intended mixed IG/SM armies and
the fact that players were fielding SM only armies had revealed a weakness in
SM Army lists - viz they have no Flak weapons nor any interceptor aircraft
(that are purely SM) - and they introduced rules for Whirlwinds and support
weapons to operate that way.

Thus, SM/IG were regarded as norm by GW and it is us, the players, who played
EPic differently.
