Which is a multiple of the frequency of light emitted by a certain
transition in cesium (ie. electrons going from stable-excited-stable) (~9.1
billion cycles per second, or it was the last time I checked--quite a while
ago).

Just my $.02 since I haven't played in a LONG time (and the end of the
drought is not in sight).
