I think the way this problem should be handled is:
If he wants to pop up, he must shoot like a vehicle, ie. pops up, fires,
and gets fired upon, crashes to the ground in a flaming wreck, all in the
vehicle phase, that way he'll think twice about firing on a pop up. If he
wants to fire without popping up then treat as a normal WE.
