I think that is a pretty good question. If they are, then many people
could just get the rules and be able to play for much less cost using
their own minis.
     
     
     
     In time, yes. You can buy ANY component of ANY box game ("My dog
     chewed my rules") from GWUK. Of course the books will *likely* come in
     at 10 to 15 pounds each (30 to 45 pounds overall) and as the game
     costs 50 pounds... They're not daft - buying the game for the
     rulebooks is usually a better idea than buying the rulebooks alone.
     After all you can use the ruins & counters yourself and sell on (or
     swap) the plastic.
