Actually, the Tyranids are the only race allowed to have multiple
supreme commanders. In the campaign, for every supreme commander in a
line of resistance you can make an extra move from that line of
resistance. All they need to do is carefully allocate their
dominatrices and they'll do fine, perhaps even better than some with a
higher strategy rating (which, IMHO fits in the flavor of the 'hive
mind' and the swarming effect of tyranids).

Mind you, this all needs playtesting and if there's anything that needs
to be playtested to make sure it works, it's the strategy rating thing.
  A possible alternative is to say everyone gets five (5) moves,
attacks, responses +1 for every 2 strategy rating points (round up) in
their army. In which case Tyranids and Guard would have 6, Marines
would have 8, etc.

One of the key things is also the fact that you can have as many
responses as your enemy makes attacks. We've found this to even things
out quite a bit, even though responding troops enter as reserves.
