 What everyone seems to be avoiding is that in Epic 2nd, Imperial, Eldar
and Squat Heavies were very nearly IDENTICAL from a cost per hit basis.
 Admittedly, the various heavy units had radically different
survivabilities on a unit to unit comparison, but from a cost/effect basis
they are the same.

 Guard- 200pts, 5 stands, 10 shots at a 5+, 3 hits, 67pt/hit
 Squat- 300pts, 5 stands, 15 shots at a 5+, 5 hits, 60pt/hit
 Eldar- 200pts, 3 stands, 6 shots at a 4+, 3 hits, 67pt/hit

 I don't remember the cost of Marine heavies.
