Actually, that's not quite correct either: If you're fired at with 1-3
SHWs or 1-7 FP, then you only accumulate a Blast Marker if your opponent
doesn't (as you put it) whiff all of his rolls.
This is only really important if you play with small detachments, as
most can come up with 8 or more FP. So he's right: when you take hits,
you take Blast Markers. Of course, you're right too: it's entirely
possible to take Blast Markers without hits. But should you take a hit,
you must have taken at least 1 BM as well.
Apologies for nit-picking. The appropriate reply would be to say "I
stand corrected" and then blow a loud Raspberry :)
