My take on this is that the strategy rating is determined by what type
of units are included. In the Chaos List Units Summary, it has two
sections for Chaos Space Marines: Infantry and Vehicles. (p.82 in the
Armies Book). The Chaos Engines are included here, so as far as I'm
concerned, if your army consists of only those things on this list,
you're at SR5. This gives the Chaos Space Marines a fairly broad
selection, including Doom Winds and Fire Lords as well as Chaos
Artillery, but does not include any 'War Engine Class' machines.

The interesting thing is that going by the list, you want to have a
Warmaster commanding your marines. Choose a Demon Prince, and your SR
goes down. I guess they have forgotten what it was like to be human
and strategic. ;-)

As to progress since the heresy, what are you talking about? They've
been busy mutating into all kinds of new stuff!
