Hi!
Rune is right all chaos powers are considered psychic in nature. So
called "mutations" should not be given a modern cognotions, since chaos
mutaions occur by exposure to raw chaos energy. Chaos energy is derived
from the warp which is psychic by definition.
Now pre-empting some questions here are some clarifications:
1. "just becuase something is psychic you are not always entitled to a
psychic save". This means unless the unit is DIRECTLY targeted by the
chaos power (be it single bolt or area effect) it is NOT entitled to a
psy-save. A unit of grey knights can use its psy-save to thwart
Mortarion's death wind of teh Thousand sons's vortex chaos reward, but
it could not nullify "long legs" given to a chaos unit since it is not
the target.
2. "Not all chaos powers can be nullified" If a unit has a power to
nullify psychic powers it only works against powers still in effect, in
other words a power that has duration like Eldritch storm for example.
You could NOT for example nullify a chaos card giving a unit more CAF
since this is instantaneous, but you could nullify the Thousand sons
vortex since that remains on the board until nullified or disappears.
