Targetting

I have a question concerning the targetting rules.

Picture the following scenario:

You have a detachmet of IG heavy weapon troopers in a good firing position on FF ordres. In front of them are the enemy with a SM Tac detachment, and somewhat behind a Terminator detachment. You have LOS to both.You judge that the terminators are a bigger threat than the tacs.

Can you shoot directly at the terminators, or do you have to take out the tacs first?

What if the terminators are the command squad of a Space Wolfs Great Company?
