Hi!

In epic you may generally fire at whatever is in range, with the
following exceptions:

1. Units in close combat with a unit in first fire, the first fire units
MUST fire at teh engaged units
2. Command units, they MUST be the closest units, or be in a building
3. Have LOS , of course, to the target

In you example you could fire at the termies, except if they were
command units.
