Hi!

Ah, this one has been revisited many times. If you note the list of
"marine" equipment avaialble to CSM the T-hawk is one of them, therefore
ONLY CSM can use them. Rhinos' could be restricted equally, but cultists
should have access to them, although my incliniation is for them to use
chimeras, but rhinos are fine. So in summary ONLY CSM and cultist can
use rhinos and the T-hawk, ONLY by CSM.
