Exactly! And besides the Eldar is very reliant on their mobility! Most
opponents would quite easily be able to pin down any eldar army.... I don't
know about you, but I think Eldar is already one of the most difficult
armies to play well....

I think he means the small detachments. However, the Guardian detachments
aren't any smaller than marine detachments, and if these rules discourage
all-aspect armies that is, IMO, a good thing. Also, it is worth noting that
passengers aren't suppressed even if their transports are.

I guess that would be a good approach. I'd also add that elite units should
ignore one suppression counter.

I agree. This looks good... A suppression rule that doesn't favour any army
and it doesn't require too much bookkeeping.
 
One question though. What about robotic minds? Do they act the same way as
juggers/rampage?
