I always interpretted it as follows:
Daemon army:
Chaos titans are just minions to the greater daemons, powerful but
still minions.
Renegade army:
Special Card.
Cultist Army:
Special Card.

Hi!
Someone had mailed me with that question too. It is not clear in the rules.
In chaos titans are actually minion support cards and special cards. Pretty
confusing, we'll need to fix that.
