Some Squat weapons were relatively recent inventions, for example the
Hellfury Cannon mounted on the praetorian (big gun, not the collosus but
looked simular). So should be post heresy.

If we are doing this then in EOTS we need to come up with a fresh solution
for the Marines, either we make EOTS, Heresy era only or we find a way for
marines to have more than 10 companies in there entire empire (eg. the
original solution where they could flesh out there armies with PDF, which
had issues due to the PDF/Marine combination being too powerful).

Unless they were restricted to a few PDF company cards which they could use
to flesh out there force.

This may require, if running a campaign or even a one off, that the players
specify either a pre-heresy game or a heresy game or post heresy game.
This
is where historical wargaming is much easier, just specify a year and
nothing after that year can be used.

If this is going to become a regular part of Netepic, or any game in this
universe, a list for each of the above periods (structure wise) will have
to
be created for each list. Orks, Squats, and such will not have to worry due
to always knowing there tech before the heresy occurred in Human history.
