Hi!
By "official" you mean GW, no there is no official in net epic. It draws
from Space marine/titan legions, but it has corrected many mistakes
players thought it had besides adding new units and rules not covered in
the original game.
I'd recommend you play the original game a bit and then try net epic.
You'll need epic for the army lists besides those in the renegades'
book.
Unfortunately no one sells epic beyond GW, unless you try buying second
hand from sites like www.bartertown.com and www.ebay.com
