How's about just making sure that there's units that can represent the
various hero types (exarch units, marine commanders, etc), but just saying
that the individual represented doesn't actually have an influence on the
way the game works beyond their type of unit. Kinda like real life "heroes".

And, if they do have to have an effect, it should be in morale or in attacks
on specific opponents or somesuch.
