Wire should only be targetable by artillery. Engineers and such should be
able to cut it away.

Disagree here. In World war I on the Western Front Razor wire was used
extensively and they tried to use artillery to flatten it but it just
chucked the whole lot up in to the air and brought it down again in an even
bigger mess than it was before. Engineers cutting it away fine though.
