Well, you call it artifical and i call it balancing....

I guess we won't get any closer!

Good point.

However, Looking at the armies, I dont think that any are weak enough to
warrant giving them flat out unfair advantages.

Admittedly, I've only played the eldar twice or so, but as mentioned before
by both me and Jyrki, if the army (or any other for that matter) need
"artificial" things like this to be competitive, then its the army that need

fixing.
