I've divided the Chaos army into three sections too, but I figure cultists
could appear in any one of them. They're a support card for cheap
cannon-fodder anyway, so I don't feel particularly bad about throwing them
into multiple meatgrinders.

Chaos
The Eye of Terror is a region of space filled with dust-shrouded
hell-words, warp storms, malevolent extra-dimensional creatures and worse.
Preying upon the weak, corrupting the strong and infecting all it touches,
Chaos drags the very souls of its victims into the shadowy realm of warp
space.

Chaos Army: Led by gigantic Greater Daemons, these armies consist of
immense destructive engines, tainted mortal followers and hordes of warp
daemons bent on slaughtering entire populations and crushing all armies
sent against them.

Chaos Space Marines: These are the Legions Excommunicate Traitoris - those
who were corrupted by Chaos and turned against the Emperor in the Horus
Heresy. They have long since lost their humanity to the ravages of Chaos.

Renegade Warbands: At the edges of the Eye of Terror live mortals who have
traded their soul for a lifetime of power. These Chaos Champions gather
pirates, bandits and small daemons and prey on local worlds, seeking favor
with their Chaos lords and the rare gift of immortality.

What do you think? It's be one army book or three - I haven't looked at
page count yet and I certainly haven't looked at units. This is just how I
see Chaos being divided up: weird stuff, corrupted marines and wanna-be's.
