In Epic40k The Warlords get to repair its shields on a 4+, wouldn�t that be
enough to increase their toughness ?

"With the system we have now, 9 Devestators (on the average), will
completely reduce a Warlords shields to 0. Then the big boys open up
and finish the job. "

But 9 devastators cost a little don�t they ? and so its almost fair ...
especially if the warlord has the right weapons ...
