I thought I'd include some math behind the proposed rule:

Assumption:
  Weapons cost 70 points each (Close Combat ones are cheaper, better ones
and one-hots more, but I figure it all averages out)

3 Warlord Titans = 3 hulls + 15 weapons = 2550 points
Warlord Battle Group: spend 2050 points, get 500 free
20% discount

3 Reaver Titans = 3 hulls + 9 weapons = 1530 points
Reaver Battle Group: spend 1230 points, get 300 free
20% discount

3 Phantom Titans = 3 hulls + 12 weapons = 1740 points
Phantom Titan Host: spend 1340 points, get 300 free
23% discount

3 Ork Gargants = 3 hulls + 9 weapons = 1680 points
Gargant Big Mob: spend 1330 points, get 350 free
21% discount

These are average prices, but they indicate about a 20% discount across the
board if a player invests a lot of points in Titans. That's pretty much
what the poll is about - do Titan-heavy forces get a discount?
