this I mean that the special chapters should be compared to codex
chapter to see if their restrictions balance the special advantages
they get in comparsion with codex chapters. Every special perk should
be counterbalanced by a limitation.

I totally agree.

-Veteran Assault Marines
-Honour Guard
-Blood Angels Librarians (different psychic powers)
-Sanguinary High Priests
-Dreadnought 'Furioso'
-Predator 'Baal'

(more on these when will be "Blood Angels' time" ;)

battle during moripatris, I'd propose that one Blood Angel company
must lose the number of stands in the death company if it is used.
Furthermore, since the Blood Angels have little control over the
black rage its use should be somewhat random: before a battle the
Blood Angels player must roll a d6. On 5+ some models have succumbed
to the black rage and the death company _must_ be purchased. Add +1
to the roll if the force is larger than 4 companies.

I've 2 new rule proposals:

Black Rage
Due to their psychopathic nature, all Blood Angels units are affected
by the Black Rage. As a result, they have a bonus of +1 CAF when on
Charge orders, but they have to make a Black Rage check each turn.
Roll 1d6 for each Blood Angel detachment at the start of the Orders
phase: on a roll of 1 it MUST be placed on Charge orders.

Supercharged Engine
Blood Angels' Rhinos and Razorbacks are fitted with Supercharged
Engines, which grant additional boost (not without some risks!).
Vehicles fitted with Supercharged Engines can move additional 5cm
when placed on Advance orders (10cm if on Charge orders), but cannot
enter difficult terrain and must test if the engine breaks at the end
of the move. Roll 1d6: on a result of 1 the vehicle is permanently
immobilised.

...and other new units like
-Dark Angels Librarian (different powers)
-Interrogator-Chaplain
-Deathwing Characters (all in Terminator Armor)
-Ravenwing Characters (all bike-mounted)
-Ravenwing Attack Bike (Multi-Melta instead of Heavy Bolter)
-Ravenwing Land Speeder (Assault Cannon instead of Multi-Melta)
-Master of the Ravenwing (both the Bike-mounted and the Land Speeder
versions)
-Jink save (6+ fixed) for all the Ravenwing

suggestions?

As I said in other posts, Ravenwing should only have Bike
detachments, Attack Bike detachments and Land Speeder detachments as
Support cards. Additionally, can only purchase Bike-mounted
characters as Special cards.

I agree, they are already balanced as they are...

Angels and Space Wolves but these will be discussed along with the
new chapters.
