[v5.0] Space Marines - Legion of the Damned proposal

This is a slightly modified Legion of the Damned, that fits more with
the fluff around it. The Ghosts rule is taken almost completely from
the Citadel Journal #11 (where I find the LoD for Epic).

Legion of the Damned
These mysterious troops, clad in marine armor but painted as burning
skeletons, occasionally come to the aid of Space Marine forces. They
are a truly horrifying sight on the battlefield, fighting with fierce
abandon, outpacing even their fellow marines. The Legion of the
Damned is considered an Elite unit and causes Terror in enemy units
as well.
Ghosts - The Legion of the Damned do not deploy with the rest of the
Space Marines army at the beginning of the game. Instead they will
appear to reinforce a Space Marines detachment that is in trouble.
Note which Space Marine detachment the enemy broke first (if the
detachment is completely wiped out ignore it): the Legion of the
Damned will appear in that turn's End phase, in coherency (6cm) with
the broken detachment which automatically rallies, and can now be
given orders like any other unit from the next turn onwards. Note
that if no Space Marine detachment breaks during the game then the
Legion of the Damned will not appear.
Terror - Units with this skill inspire fear in those they charge due
to their fearsome howling or sheer brutality. To represent this,
enemy charged units must take a Morale check: if they fail, they
receive a -2 to their CAF (for that turn only) and are placed on Fall-
back orders. Additionally, enemy troops must succeed in a Morale
check if they wish to charge a terrifying unit. This rule does not
apply to units that ignore Morale checks. Terror-causing units that
enter close combat with an already broken unit will force 2 Morale
checks: one for a broken unit in close combat and one for Fear.
