[v5.0] Preliminary TAU codex

Hi!

I've uploaded in the files section my preliminary version of the TAU
codex... give it a try!

Playtest, playtest and playtest, so when the time will come for the
Greater Good revision (an year? more? :P), the things should be much
simpler...
