'couse some trouble I was away from pc, there's some thought on finished(?)

Wind Rider: I think that it's work as it's are, and should not change.

Eldar army composition: Jar's idea (rise WR cost and halve cost for one
company depend on Craftworld and game size) was great but need an
accurate balancing and playtesting, but I keep discussion on Eldar army book.

Diplomacy: Totally agree, keep one "standard" and one "developing" cost is
the ideal solution.

SM Trasport: Another great idea, totally agree.

Moving last rule: agree again

Titan Battle group: I think that Titan Host is a very nice and characteful
thing and shoul be a standard rule. I don't care about discount, but I
think that every titan in battle group must NOT be equipped in the same
manner (altough they can of course) and Eldar Battle group should e
formed by one Warlock and two Phantom.

Space Marine Chapter: It's a fine idea to make special
Advantage/Disadvantage to each SM chapter, but we should keep in mind that
if there are some advantage then must are some flaw to compensate.
