psy power vs unit in close combat

Hi guys

This is the question

I have a troop stand( "A" ) in close combat with another troop stand
("B1").
The enemy troop stand (B1) is near a friend stand ("B2" for
example). The
B
army isn't an ork,tyranid or chaos army.
1) Does a "B3" psyker target tha "A" stand with a psy power ?
2) Does a "B3" psyker target the near friendly stand "B2" with a psy
power
, for example eldritch storm , doing so possible for the eldrithc
storm
template cover the "A" stand ?
