Is stated in the rules that vehicles with an all around save don't
suffer the -1 TSM from flyers attacks.

It's a matter of logic. I don't think that a flyer occupied in
landing procedures and disembarking troops have the time to fire in
the FF phase, just using the FF counter to represent its specific
orders is not enough to let it fire in FF, IMHO... If I remember well
the only flyer that can shoot once landed is the old T-hawk (v3.1?),
you may find in the NetEpic 3.1 SM codex the description of when it
shoots and what weapons may use when landed (if my memory is still
intact, which I guess not :P).
