Jar, is correct. The CSM legion is in addition to the standard
allotments.

I believe the "in addition" implies that you still have to take the
minimum 3
Support Cards. Taking a Primarch simply give you the option to take a
Legion,
which does not count against either the Special or Support Card limits.
I'll
