As a question, consider that the Chaos Marines are "Legions" instead of
"Chapters" - the Codex Astartes was *after* the Horus Heresy. How was a
Legion
organized?

a hell of a lot more of them. The biggest restriction in the Codex was
in terms of the size of any given chapter. Of course the various
chapters play fast and loose with that prescription. Prior to their
demonization, they would have been nearly identical to any other SM
Legion out there. Since the end of teh Heresy though, they have
"degenerated" somewhat, and have lost most of that structural framework.
While remnants surely remain, and can be seen in the specific Legions,
they have fractured, and split so many times as to no longer be
recognizable compared to their former selves.
