My thoughts would be to split it int demon based armies (the current
style),

-->One of the great things about Chaos is the flexibility in it's army
composition and flavor. I don't see the traior legions as being all that
indpendant of their controlling power. I can see a Cultist/Rebel army
being different, but should still flow from the same basic concept.
Instead of a greater demon, you would have a Grand Magus Cultist, or
Demagogue type central figure, who would draw units to him much like teh
Greater Demon's assemble thir minions. There is no standard TO&E for
Chaos, nor should there ever be. It would be inimical to the very
concept behind Chaos.
