That's also a good idea to restrict to one or two chaos powers for small
games and only permit chaos undivided for large games sort of like the
rule we have for duplicating ork clan cards.

We know there can be Black Crusades which involve most
of the Chaos powers and units. On the other hand a
Champion can raid a nearby planet just for fun.
So how about determining command levels?
Say for a 10000 points you can buy any units, but for
a 1000 points you must choose a Chaos power and only
have units of that power (be it CSM or deamons). We
can make a table for different points and put in the
units you can buy and Chaos Powers you can have.
So we won't have to review every unit and have to
design transports or AA guns for different armies.
Any comments?
