This sounds fine to me. Give them meltaguns as we talked about earlire, or
at least some hardhitting gun.

This seems ok. Make them very resilient to attacks but expensive.

Make it a large unit and give them a small list of demonic stuff to pick
from. So you might choose a high CAF or a better save or high move or
whatnot. A bit like my proposed demon prince rules.

That works well. Maybe just represent the cultists by letting them pick some
IG infantry units ?

Give them a special SIege company with something like 2 havocs and a
artillery unit.
Maybe a special trench raider unit or similar.

Make their bikes slightly cheaper, like for the Eldar. Make a Terror company
(raptor and bike detachments)
