For the cultists, I would honestly just let them take a better cultist unit
of sorts, instead of 3 different ones. Or maybe let them buy an IG infantry
unit in their armies or something similar.

Infiltration sounds fine, though I'm not sure ALL alpha legion infantry
should be infiltrators.

Maybe give them a siege company, with havocs and artillery ?

The siege specialist is tricky, maybe give them only a -1 penalty to hit
troops in bunkers and buildings ?

Make a "terror company" with bikes and raptors in it. I'd disregard the
cover save bit actually. I dont see why big chaos marines with spikes and
banners should be better at hiding than camouflaged imperial guard :)

I'd increase the area to 10 cm or so to make it a bit more handy.

Im not sure what else, if anything, can / should be done to these guys.

Maybe the same ability as Blood claws ? Reflecting how they can stun and
terrify an enemy. Instead of making it a special card, maybe just make the
pointcost a little higher ?

This sounds fine :)

Maybe give them something different ? Or use the older version from 40K and
give them a single random bonus. So they might be faster, tougher etc

I dont think we should get into veteran skills. Rather, keep the current
veteran unit as infiltrators.
