I've always run that the troops and the APC's get separate orders counters and are activated independently. The only thing that sets a [troop + APC] detachment apart from a [troop] + [APC] combination is the need to maintain coherency.

I'm for making all troops and all vehicles separate detachments, except for two things. One, inertia: everythings written down already and it's be a pain to change now. Two, the transports are usually free - most detachments costs are based on the troops only, and you get the vehicles as a bonus. I don't want to struggle with both a change in the fundamental detachment setup *and* a major change in points costs. One or the other at a time, please.
