Treat them as separate activations. In other words if it gets an order
its activated separately.

I've always run that the troops and the APC's get separate orders
counters and are activated independently. The only thing that sets a
[troop + APC] detachment apart from a [troop] + [APC] combination is the
need to maintain coherency.
I'm for making all troops and all vehicles separate detachments, except
for two things. One, inertia: everythings written down already and it's
be a pain to change now. Two, the transports are usually free - most
detachments costs are based on the troops only, and you get the vehicles
as a bonus. I don't want to struggle with both a change in the
fundamental detachment setup *and* a major change in points costs. One
or the other at a time, please.
