Allies Question

A simple question that I cant seem to clairify. Are Space Marine
forces allowed to have IG allies? Since they are all in the same
codex I am assuming so...if so what are the limits, 75% main 25%
allied or what? It seems a little unfair if this is so...allowing
the incredible marines to have some massive armor as well.
